    The Problem
    The problem with consciousness is that we don't know how or why the some of the elements in periodic table come together to create electrical synapses that cause inner visualization, creativity, emotions, and the like. From what I've gathered it can be a result of two things. either the human while evolving eventually found psychotropic drugs like magic mushrooms (psilocybin [I think thats how its spelled]), peyote cactus, or Dimethyltryptamine, and simply "evolved" a consciousness, or as human beings we are a poly-dimensional organism. One who exists not only in a universe based on matter, and natural laws, but also an ethereal universe, based on laws of energy we still do not understand.

    I prefer the 2nd suggestion ("ethereal universe").
    Consciousness need an inner universe, a symbolic representation of the real world, in order to filter and store the large amount of data provided by our 5 senses.

    Only Artificial intelligence can really answer this question. Destination : Void is a good book about this subject.
