Like the video of the crow using cars to smash nuts and then waiting for the traffic light to collect its food, this bird seems to have an idea of a 'goal' in its mind. There is a disconnect between the means (taking bread, putting it into the water, waiting, and moving the bread to new locations) from the goal (actually catching a fish) that indicates to me that this bird knows what it wants and then figures out how to get it. Although not as obvious as a chimpanzee fashioning a stick into a tool for gathering termites or a New Calidonian crow (if that is the correct spelling) fashioning many different tools and storing them for later use, this bird does manipulate its environment to its own ends.
