    WAR on PEACE
The best way to create a never ending war is to do it against a subjective enemy. Fear, in this case, is a solid waste of time, based on imagination. Time is movement, money I mean.

Aggressive nature is here since the start of evolution. We deal with with aggressive human nature with Psychology:

The science of the human soul; specifically, the systematic
or scientific knowledge of the powers and functions of the
human soul, so far as they are known by consciousness; a
    treatise on the human soul.

    [1913 Webster]

    — From The Collaborative International Dictionary of English v.0.48

Dealing with aggressive human behaviour seems to be done almost always after it happens, and since we are here to discuss the future, probably we should think of ways to deal with it before it happens.

I'm not talking about a control freak human nor rules imposed to force someone's behavior. I think we have evolved a lot since we beat each other for food in a cavern, but in a way we keep beating each other each time resources are scarce. At each point of evolution, society has kept hierarchy, which in this case, seems to mean hierarchy on evolution itself. We don't seem to be able to evolve all at the same time. It would be a giant step to mankind if at some point we could all benefit from the same top level features of a certain point off history, but we keep organizing society in benefit of the few.
