The fact it powers itself contributes to that, as does the fact that it isn't - at least in the pictures - showing advertisements, which one would expect it to do.
(When you say you "came across this", do you mean you were in China, wandering around, and there it was - a huge glowing wall? Did you take the pictures yourself? I like the last one in particular.)
