    So, what's the catch? You mentioned trust... though, not sure what you mean.

    Olena: The issue of trust is simple: suppose the tax idea is being accepted and billions of dollars become available. Who is going to manage the funds, set priorities and actually distribute the money to various beneficial projects? What kind of rules should be applied? Of course this must be an international global organization or perhaps a few organizations. There are many operational questions involved and when such amounts of money are at hand things become very susceptible to corruption. See for example what happened with the international efforts to help the victims of the great tsunami in Asia a few years ago.
